Action Plan for the Implementation of Vietnam’s Logistics Development Strategy Through 2035, with a Vision Toward 2050

On March 13, the Ministry of Industry and Trade (MoIT) officially ratified the Action Plan to execute the Vietnam Logistics Service Development Strategy for the 2025–2035 period, with a vision toward 2050.

Actualizing the Strategy and Delineating Implementation Responsibilities

Pursuant to Decree No. 40/2025/ND-CP, which stipulates the functions, duties, powers, and organizational structure of the Ministry of Industry and Trade, and Decision No. 2229/QD-TTg approving the Vietnam Logistics Service Development Strategy through 2035, with a vision toward 2050, the MoIT has issued this Action Plan to formalize specific objectives, mandates, and solutions, ensuring synchronized and effective implementation in practice. On March 13, the Minister of Industry and Trade signed the decision to enact the Action Plan, aiming to materialize the strategic pillars approved by the Prime Minister. Prior to this, the Ministry convened a high-level conference to disseminate the Strategy, establishing a foundational framework for integrating these strategic orientations into reality.

Amidst a global economic landscape characterized by supply chain restructuring, accelerated digital transformation, and sustainable development, logistics is increasingly asserting its role as a fundamental service sector. It functions as a vital conduit that connects, supports, and catalyzes production, trade, and import-export activities both domestically and internationally. For Vietnam-an economy with a high degree of openness and deep integration into Free Trade Agreements (FTAs)-developing logistics services toward modernity and efficiency is not merely an urgent requirement but a cornerstone for enhancing national competitiveness.

Under the plan, the MoIT will focus on actualizing the tasks and solutions outlined in Decision No. 2229/QD-TTg, dated October 9, 2025. On this basis, the Ministry will clearly delineate responsibilities for each subordinate unit, aligned with their assigned functions, to ensure consistency, synergy, and feasibility throughout the implementation process.

Advancing Infrastructure, Digital Transformation, and Green Logistics

The Ministry has identified nine focal groups of tasks and solutions, prioritizing institutional refinement to create a transparent and favorable business environment for logistics enterprises. Emphasis is placed on developing synchronized and modern logistics infrastructure integrated with transport networks and key economic zones. Simultaneously, the plan promotes regional linkages and strengthens domestic and international connectivity, particularly with major markets and critical economic corridors.

The Action Plan also prioritizes cargo source development and the expansion of the logistics market, aiming to bolster the competitiveness of domestic firms as they transition toward providing integrated services and participating more deeply in global value chains.

Notably, digital transformation and green logistics are identified as paramount pillars. The MoIT will facilitate the adoption of advanced technologies, such as Artificial Intelligence (AI) and Big Data, in management and operations. Furthermore, the Ministry encourages eco-friendly logistics models aimed at reducing emissions and enhancing resource efficiency.

Regarding resources, funding for the Action Plan is allocated from the state budget and other legal sources, ensuring purposeful and efficient utilization. The Agency of Foreign Trade has been designated as the focal point for monitoring and coordinating the implementation; meanwhile, relevant units and localities are responsible for formulating specific plans and providing periodic progress reports.

The MoIT further noted that it would conduct regular reviews for timely adjustments and supplements during the execution phase. The Ministry also encourages agencies and enterprises to report any obstacles or bottlenecks to ensure the Plan remains closely aligned with practical realities and achieves high operational efficiency.
