France “poured” more than 1.3 million USD to adjust the planning of Noi Bai International Airport

A Memorandum of Understanding (MOU) between the Civil Aviation Administration of Vietnam (Ministry of Transport) and the French consulting firm (ADPi) is expected to be signed in November, in which the French side will provide an ODA credit of 1.3 million VND. USD for planning adjustment of Noi Bai International Airport (HKQT).
The Civil Aviation Authority of Vietnam has just submitted a report to the Ministry of Transport (MOT) on applying for approval of the technical assistance project “Study on the expansion plan and make adjustments to the detailed planning of Noi Bai International Airport in the period to 2030 with a vision to 2050”.
The objective of the project is to study and review the detailed planning of Noi Bai International Airport, develop a plan to expand and adjust the detailed planning of Noi Bai International Airport to ensure compliance with the development plan of air transport. and study to adjust the detailed planning of Noi Bai International Airport with a vision to 2050, the port’s capacity is expected to reach 80-100 million passengers/year.
The project was implemented in 12 months with a total cost of more than 1.4 million USD (about 34.7 billion VND). In which, the French Government provided non-refundable aid of more than 1.3 million USD (about 30.8 billion VND). The Vietnamese counterpart’s reciprocal capital allocated from the State budget to the Civil Aviation Administration of Vietnam is 1,229 billion VND and in kind is equivalent to 2.49 billion VND.

 

Previously, on August 6, the French Embassy sent an official dispatch to the Civil Aviation Authority of Vietnam and affirmed that “the request of the Civil Aviation Authority of Vietnam for the non-refundable aid has attracted the French side’s interest and agreement. in principle”.
The French side is waiting for the Vietnamese authorities to send ADPi an official letter confirming agreement with ADPi’s project proposal and details of the value and contribution of the Vietnamese side.
Regarding the binding conditions for the grant, the official dispatch of the French Embassy stated that “The French side has no regulations for this grant, as long as the Vietnamese agencies promote get value and effectively use the project”.
Mr. Dinh Viet Thang, Director of the Civil Aviation Authority of Vietnam, said that according to the Hanoi Transport Planning to 2030, with a vision to 2050, Noi Bai International Airport will be upgraded into a large international airport in the north. By 2020, Noi Bai will reach the level of 4E airport with a traffic of 20-25 million passengers/year. By 2030, Noi Bai can receive 35 million passengers/year and after 2030, 50 million passengers/year. However, with the current growth rate of aviation, Noi Bai International Airport has become overloaded.
Noi Bai International Airport has an existing infrastructure capacity of about 21 million passengers (with 2 parallel runways 250m apart) but the actual operation in 2017 has reached nearly 24 million passengers, putting pressure on airports. station, parking area, logistics area, internal and external transport infrastructure.
According to Deputy Minister of Transport Le Dinh Tho, it is necessary to urgently study and adjust the planning to see if it is still suitable for reality or not, to avoid the time when it is overloaded like Tan Son Nhat to adjust. The opinion of the Ministry of Transport is unanimous, it is necessary to study and review the plan to expand Noi Bai airport to the south soon, reaching a capacity of 100 million passengers/year by 2050.
On October 12, at the inspection of flight operations and safety at Noi Bai International Airport, Deputy Prime Minister Trinh Dinh Dung agreed with the proposal of the Civil Aviation Authority of Vietnam to use French ODA to review regulations. old plan, proposed expansion plan and detailed planning of Noi Bai airport.
The Deputy Prime Minister requested the Ministry of Transport to direct the Civil Aviation Administration and related units to quickly, scientifically, methodically and objectively carry out the preparation work in June 2019 to report to the Government. The Prime Minister submits to the National Assembly for approval, on that basis, mobilizes resources for implementation in the period 2021-2030.
In April, the Hanoi People’s Committee also proposed the Ministry of Transport to soon complete the traffic planning and organize the planning and expansion of Noi Bai international airport.
